I am always on the lookout for unique cards. I do not mean cards of which you can only command one copy. When I say unique, I mean cards that are one-of-a-kind, cards that have an unusual effect. I really like to use them because an opponent caught unaware will have no pre-formed game plan for reacting to it. Temporal Flux Energy Ribbon is one of those cards, and its second sentence is the reason why: "At the start of each player's turn, that player removes a personnel he or she commands at this mission from the game and moves this event to a different mission." That is right, not into the discard pile or into hand, into the blissful existence that cards experience outside of the game.
There is a price to pay when you play this card (besides the three counters)... it can easily be used against you. Once you play it on a mission where your opponent has personnel, he or she will inevitably return the favor before your next turn. What can you do to prevent that? You can make sure that you can afford to lose one of your personnel, or that your personnel are all at a headquarters mission. (Once the ribbon hits a headquarters mission, it gets removed from the game.) Of course, you can also destroy the 'blanket of joy' before it turns on you using a card like Grav-Plating Trap

Temporal Flux Energy Ribbon can be useful in a deck that requires a few more turns than average to set up. The fear your opponent would have of losing personnel might keep them at their headquarters an extra turn or two, thus giving you the time you need. A card like this would complement a strategy that was already trying to eliminate personnel. Pair this card with a battle deck and a "killer" dilemma pile and your opponent will find many of his or her personnel moving into oblivion.
