    Romulan counter-espionage protocols are second to none. The vigilance of the Tal Shiar protected the Star Empire from enemy spies for decades - until the Dominion arrived.

    Plays on any Romulan mission (for free if your Infiltration Romulan personnel is there). Your Dominion personnel may now attempt this mission. Discard after mission completed.

    The Tal Shiar is dismayed to discover that the long-held Romulan espionage advantage is over. Until now, no other affiliation could send their spies to steal a Romulan mission. With the arrival of the Dominion in the Alpha Quadrant, the Tal Shiar must remain on the lookout for pesky Dominion spies - a most difficult task when a Founder could be disguised as anyone or anything.

    To add insult to injury, the Dominion doesn't even need a "Plans of the..." objective to play their espionage cards for free; all they need is an appropriate Founder impersonator, with a Romulan infiltration icon, such as the one who replaced our own Colonel Lovokimage.

    This agent recommends that the Praetor be warned of the urgent necessity of investigating counter-measures. The Empire must not be infiltrated by the treacherous changelings!
