This is the deck I took to Worlds. Had a great time, and managed to disrupt the timeline in every game.
Draw Deck Strategy
Play the Queen on the first turn. Download a Masaka if needed. Last resort is to download the Recon Drone and place her on top of the deck. Use Construct Starship on turns 1-3 to get Spacedock and the Queen's two ships.
Continue using Borg tricks to get a full cube into play. Download Seven of Nine to convert a card play into a download of a drone. Use Two of Nine and Borg Data Node for a free drone download each turn. Discard Make it So to download Ready Room Door and protect Lower Decks. When Locutus arrives, move to Earth and begin scouting. Try to send down at least half Red drones.
After scouting is complete, play (downloading if necessary) A Change of Plans to fetch Stop First Contact. Download Temporal Vortex and travel to Montana on the next turn, then probe.
Download Salvage Starship, targeting Secret Salvage. Flip Pop 9 billion - all Borg to double the point value. Probe for the win.
Contingencies:
If needed, there is an Establish Gateway in the tent. I forgot to add the Gowron of Borg - the idea is an alternative to Stop First Contact. Assimilate Qo'noS, Secret Salvage and FGC-47 with Resistance Is Futile for a full 100 points.
The Spacedoor and Tactical cube are remnants of another build. With Construct Starship, they can be removed. That will yield another dilemma and bring the total up to a better 18. Maybe something fun like the Caretaker's "Guests".
I found I missed the Bio Drone to save my people, and the Drone that saves your adapts if they are canceled.
