This mission can be the cornerstone of a Romulan-Cardassian treaty deck with its first set of requirements, or be solved easily by either affiliation with the second set. A treaty deck will be sure to have Obsidian Order and Tal Shiar personnel to gain the benefits of HQ: Defensive Measures and the Plans of the Tal Shiar/ Plans of Obsidian Order cards, and Treachery is never in short supply for these affiliations. In addition, both affiliations are loaded with OFFICERS.
