When I looked at the writing team's spoiler for In a Mirror, Darkly, Tuvok (Coldly Logical Soldier) was one of those cards that I glanced over before moving onto the next one. It wasn't until I was several cards further down the list before my brain clicked in, and I had to go back and reread his ability.
Put simply, Tuvok downloads himself from within your deck. It's not actually that simple, but that's the gist of his ability. For Tuvok's ability to kick in, you will need to be downloading a card, while in command of a personnel with an alternate universe icon, having not downloaded a card titled Tuvok this turn. However, these are really just minor constraints for a card that will be very useful.
This version of Tuvok (the third to be released) is one of only a handful of Non-Aligned personnel with Intelligence. When you also consider his above-average attributes, Tuvok will become worthy of inclusion in many different decks... particularly any that attempt Access Relay Station or Extract Defector, or that struggle to overcome Rogue Borg Ambush. The deck he'll really be useful in, though, will be one based around the "Revised" Voyager holograms from the episode Living Witness. One card in particular, Revised Tuvok, would not work as well if the Coldly Logical Soldier version of Tuvok did not exist. Just add The Play's the Thing into the deck to make sure you command a personnel with the alternate universe icon, and you'll be out of the starting blocks before your opponent can say "fascinating."
Final thought: Why doesn't this version of Tuvok - who can literally materialize into your hand - have Transporters?
