    This card has an clarification:

This incident has no effect on headquarters game text allowing seeding or playing of the headquarters or co-existence with another facility, or on normal reporting to the headquarters. A player without 4 SECURITY on the planet is prevented only from using text allowing free card plays and The Great Link’s text keeping Ketracel-White from counting down.

A SECURITY personnel downloaded with this incident may not report for free using the text of a headquarters or other card. Your normal card play is an explicit cost of the download. The personnel must match both the affiliation and universe of the homeworld. See mirror universe.

There are a couple of drawbacks to using a homeworld with headquarters. One is that your opponent may be able to steal the mission easily, either because he's playing the affiliation which can attempt the mission normally or because he's also playing your affiliation and will race you to see who can secure the homeworld first.

Another is that, unlike an outpost, your opponent can also use your headquarters to report compatible personnel and play appropriate cards for free (including free red-shirts). And even if you're playing different affiliations, it can be seriously annoying to have your opponent report a bunch of Non-Aligned strong-arm guys like Roga Danarimage, Loreimage, and Zonimage to your headquarters, just waiting to beat up on the personnel you want to report when you don't have a ship to beam to yet.

Homefront will help you defend your homeworld on the ground as HQ: Orbital Weapons Platformimage helps defend it in space. No one can attempt the mission, or get any free card plays from the headquarters, without first getting four SECURITY on the planet. (You can report normally to the headquarters, using your card play, but no free reports or free HQ cards.) If you're playing the affiliation matching the homeworld, you can download those matching SECURITY personnel in place of your normal card play, giving up any card draws that turn. Of course, your like-affiliation opponent can do the same, but your Klingon opponent will have a slower time getting four SECURITY to Romulus than you will, and he'll have to draw or Tent for his Roga Danar because he's not downloadable.

The real advantage comes when you look at what other skills you can get by downloading a SECURITY (which can be either a classification or a skill). Judicious selection of personnel can yield a wide range of dilemma-passing and mission-solving skills. Used in place of normal reporting to the headquarters and in conjunction with free reports (after your four SECURITY are in place), you can build up a tailor-made crew in no time.

One final function (if Homefront is played on table) is largely for the Dominion: personnel with infiltration icons can report directly to the homeworlds they match. Now you don't have to worry about whether your opponent will be playing a particular affiliation so you can report your Founders to their facilities.
