    After the Romulan Star Empire's entry into the Dominion war in 2374, Senator Cretak established a Romulan military presence on Deep Space 9 - and a fragile trust with Colonel Kira Nerys.

    If you'd like your Romulans to have easier access to some of the benefits of a Nor, Orb icons, high INTEGRITY personnel, and a changeling who doesn't have to report to the Gamma Quadrant, consider a treaty with the Bajorans. While your Romulans won't be able to use the Opsimage downloads, they can report to appropriate sites, repair ships at Docking Pylonsimage (important if your only Romulan facility is a headquarters), and do cargo runs. Not only do the Bajorans have some of the highest-INTEGRITY personnel in the game, they can readily acquire an artifact and an Equipment card that will help out their INTEGRITY-poor Romulan colleagues. And Odo, with his double SECURITY, gives you one more option for a shape-shifter beyond Anyaimage and Saliaimage.

    Although not seedable (except with Open Diplomatic Relationsimage), the treaty comes at minimal cost; just have Senator Cretakimage in play (for free at the Office of the Proconsulimage), and the treaty plays for free.
