It's a rough job, but somebody has to do it. With time travel being an apparently commonplace occurance in the 24th-century, the Federation created the Department of Temporal Investigations to police time-hopping Starfleet captains. With this event, you can put them to work for you.
Once every turn, if your opponent reports an Alternate Universe personnel straight to the Alpha Quadrant spaceline (that is, not to their native location, or to another quadrant out of TI's jurisdiction), you can take one of two benefits - draw a card, or download Lucsly and/or Dulmer. Now of course, Lucsly himself downloads this event, so it's quite possible you'll already have him in play when this effect kicks in. Nevertheless, you could still grab Lucsly's partner Dulmer and play him, or get both on that rare occasion you haven't drawn and played either yet.
Most of the time, you'll be taking the card draw instead. Nothing to sneeze at, though. With all the powerful AU personnel in The Trouble With Tribbles, combined with staple AU cards including numerous pre-Tribbles Fed personnel, Ajur and Boratus, the Enhanced First Contact Borg counterparts, and more, you won't run out of reasons to draw free cards.

- Temporal Investigations + Arne Darvin: With Arne Darvin on K-7, you'll get card draws almost anywhere your opponent tries to report an icon personnel.
