With a DEFENSE bonus of 0, this tactic is best used with ships that are already well-SHIELDED. If you have a ship's matching commander aboard, you have a good chance of surviving a battle even without a DEFENSE bonus, because there is a 50/50 chance that the ship will sustain no damage at all.
Because it causes HULL damage of only -20%, you'll want to mix other Tactic cards with higher damage into your Battle Bridge side deck if you want to be able to destroy ships with a direct hit. There are more ways to destroy ships than direct HULL damage in battle, though, and Picard Maneuver will let you download Plasma Fire or Warp Core Breach to the damaged ship.
Combos:
- Picard Maneuver + Captain’s Log + ships with matching commanders: Not only does Captain's Log enhance your WEAPONS and SHIELDS, but Picard Maneuver will cut the chances that those enhancements will go off-line from a hit.
- Picard Maneuver + Photon Torpedo + Plasma Fire: Kill off SECURITY and make it less likely that he can put out the Plasma Fire you download.
