    While not random, Chula: The Lights is almost guaranteed to take out one of your better personnel. The personnel with total attributes in the range from 21-23 include the likes of Jean-Luc Picardimage, Kira Nerysimage, The Travelerimage, Dr. Telek R'Morimage, Seven of Nineimage and all the Garakimages. Redshirting past it is out of the question, as you still need CUNNING > 24 remaining to pass the wall.

    Granted, the personnel isn't discarded, so you can just report him for duty again next turn - maybe. But if he was key to solving the mission, you may be in for a significant delay while you shuttle the replayed personnel back to the mission site.

    Combos:

    • Lack of Preparationimage + Chula: The Lights + Dixon Hill's Business Cardimage: Those most likely to be affected are unique personnel. Dix's Business Card, played as an event, will slow you down even further as you must report a universal first.
    • Chula: The Lights + Masaka Transformationsimage: You won't be reporting Jean-Luc again any time soon if he's on the bottom of your deck.
