Admiral Daniel Leonard was among those humans who were eager to conquer space. When the "Klingot" Klaang crashed on earth, Leonard immediately supported the idea of humans bringing him back to Qo'noS, much to the dismay of the Vulcans.
With his cost of three, 5-5-5 attributes, a Command star and the keyword Admiral, he seems somewhat of an average guy. Although he only has three skills, Leadership and Officer are very welcome in the young Starfleet affiliation. His third skill, 2 Navigation, reflects his wish to start the exploration of strange new worlds. It also will help with several frequently-used space dilemmas, but then again, Navigation is not the skill Starfleet is lacking.
If the above doesn't give you reason enough to put Daniel Leonard in your deck, his ability will. Downloading a Starfleet ship will help the affiliation get a ship fast, and possibly reduce the number of ships to include in the draw deck.
Completing a space mission first will help you get the additional points from Earth, Humanity's Home. Furthermore, Travis Mayweather, Space Boomer and several of his colleagues also benefit from the fact that you completed a space mission fast. So, for an affiliation that keys off of completing a space mission as early as possible, a personnel like Daniel Leonard, Cautious Admiral can make a huge difference.
