It all started with The Enterprise Incident. "It" is the practice of taking a character of one species and cosmetically altering him or her to look like a member of another species. Kirk pioneered the strategy by dressing up as a Romulan to steal a cloaking device. Ever since that episode, characters have been surgically altered in order to spy on other species. But no other agent blended in quite as successfully as Seska.
The Obsidian Order sent Seska on a mission to infiltrate the Maquis. She posed as a Bajoran, fooling many people (including the audience for much of the first season of Voyager). Since Captain's Log focuses primarily on the first season of Voyager (at least when Voyager personnel are concerned), it contains an undercover version of Seska. Despite being a Cardassian in Federation clothing, this version of Seska represents her character very well.
True to the show, Seska, Cardassian Agent can infiltrate both Voyager and the Maquis. Remember, Athos IV, Maquis Base allows you to play Federation Treachery personnel (and there are several Federation Treachery personnel in this set). Since the Cardassians are using their resources to support Seska, you (as the Federation or Maquis) only have to pay a single counter. Once Seska initiates her infiltration against your personnel, she undermines their efforts by reducing their attributes.
So it all works out well with the show, but how about gameplay? Seska probably will not be the cornerstone of any Voyager or Maquis deck. Instead, she will provide a low-cost source of attributes, much like Tolian Soran, Renegade Scientist. Unlike Soran, Seska might actually use one of her skills every once in a while. She has Intelligence, which is a very rare skill among the Maquis and even more rare among Voyager personnel. If you do expect to use Seska's skills often, you could build your deck to avoid using many Federation Leadership or Federation Officer personnel. This strategy would not only get around Seska's drawback, but would also avoid the ill effects of Personal Duty (assuming you use one Leadership or Officer personnel).
Seska does not actually have to limit herself to Voyager and the Maquis. With the infiltrator keyword, the Dominion could use her with Anything or Anyone. The Bajorans, Ferengi or any version of the Federation could rescue her using Runabout Search. Either of those methods eliminates Seska's low-cost advantage, but it is fun to think how far the Obsidian Order can extend its reach.
