    The Romulans add another dual-affiliation personnel to the list. A V.I.P. with SECURITY skill, he'll fit right into a capture deck which requires SECURITY to enable so many capturing mechanisms. Exobiology is always welcome in an Away Team for combating dilemmas. As chairman of the Tal Shiar, he has that skill at the x2 level, making him a powerful backup for Senator Vreenak for completing Espionage Mission alone (or helping with any of the other missions requiring that skill). He will also enable all your Tal Shiar-based strategies such as Plans of the Tal Shiar, HQ: Defensive Measures or maintaining the stats of a D'deridex Advanced (and unlike Senator Vreenak, he has a Command star to contribute to its staffing as well). While he loses his Tal Shiar skill if you switch him to Federation mode, the Federation doesn't have much use for that skill anyway; his Treachery may be much more valuable to an affiliation that is generally pretty honorable.

    Perhaps his most significant skill is that of allowing your Tal Shiar personnel to report to his location ("here"). More than a roving outpost, his presence on an orbiting ship would even allow another Tal Shiar to report to the planet below, or vice versa.

     

    Combos:

    • Koval + D'deridex Advanced fleet: If the Tal Shiar aboard one of the ships gets picked off in battle or a mission attempt, it could be a slow journey home. But if Koval's on one of the ships in the fleet, just report another Tal Shiar directly to the ship that needs it--even in the Gamma Quadrant.
    • Koval + Senator Vreenak: Stuck behind a Q-Net with only one Diplomacy? Report the Senator aboard and let him carry you through.
    • Koval + Major Rakal + Tallera + Stefan De Seve + Non-Aligned support: Select the right Non-Aligneds and attempt Federation missions with your Romulan deck. With four "switchable" personnel, you're not likely to run out of Federation icons before solving the mission.
