This modest mission has a lot to recommend it to any of the three affiliations that can attempt it. 30 points means it's immune to Borg assimilation and protected from non-Borg theft by Fair Play. It's standard skill requirements are nothing exotic, just personnel types and skills that any deck will have anyway; the Federation or Romulans could even add to its points by using mission specialists for Leadership and/or Navigation. And to top it off, each affiliation can solve it instead with a single named personnel. Benjamin Sisko is a valuable asset to any Federation deck; General Krim is the matching commander for the Bajoran's Assault vessel with a good array of skills to recommend him; and Tomalak, with an always useful Diplomacy, can be the matching commander for either the powerful Decius or the universal D'deridex and can be reported for free to the Office of the Proconsul. If you're using one of these personnel anyway, why not include a mission that they can solve singlehandedly?
